Outer Hebrides Alcohol & Drug Partnership (ADP) is a strategic partnership established to:

• Set direction to tackle substance misuse in line with national and local priorities delivered by a local strategic plan.
• Influence public policy and national strategy.
• Lead and co-ordinate the joint planning and development of substance misuse services.
• Assess and monitor needs and implement and evaluate actions to address identified needs.
• Oversee the delivery of the strategic objectives through the annual action plans and make recommendations in regard to priority funding through commissioning services.

The Outer Hebrides ADP’s ability to function across a range of Public, Private and Third Sector bodies is dependent upon partner agencies working together to co-ordinate the planning, delivery and evaluation of their substance misuse services.

The Outer Hebrides ADP has been developed to meet objectives under the broad headings of Culture Change, Prevention and Education, Provision of Services, and Protection and Controls.

The Outer Hebrides ADP aims to ensure that a range of measures are in place to inform the community of the appropriate use of alcohol, to remain vigilant in attempting to reduce substance related harm and to maintain the relatively low levels of drug use in the Outer Hebrides.

In all, fourteen new services and initiatives have been established by ADP partners since 2004 and a further sixteen have been supported. All these services are targeted at reducing alcohol and drug related harm through prevention and treatment services and the promotion of safe and sensible attitudes to alcohol throughout the Outer Hebrides.

The Outer Hebrides ADP is chaired by Gordon Jamieson, Chief Executive from NHS Western Isles.
